Overview

The Government of Grenada (GOGR) has applied for financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund in an amount equivalent to USD17mn towards the cost of the Southern St. Georges Water Supply Expansion Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOGR and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGR shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

  1. Development and implementation of a gender-responsive and socially inclusive community public information, communication and education programme;
  2. Development of an information technology strategy and plan for the National Water and Sewerage Authority;
  3. Project Coordinator services;
  4. Community Liaison Officer services; and
  5. Monitoring and Evaluation Specialist services.

It is expected that these will be procured during the period August 20, 2022 to December 31, 2022.

The following works will be procured under the project:

  1. Lot 1 – Concord Water Treatment Plant Upgrade and Piping Works; and
  2. Lot 2 – Southern St. Georges Water and Sewer Main Upgrade.

It is expected that these will be procured during the period August 20, 2022 to November 30, 2022.

Eligiblity

Consultants and Contractors from member countries of CDB will be eligible to participate in these procurement opportunities.  Potential proposers/bidders are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website. The National Water and Sewerage Authority (NAWASA) will extend the publication of specific procurement notices on the websites www.nawasa.gd and procurement.gov.gd, on NAWASA’s social media platforms and local media.
