Overview

The Government of the Commonwealth of the Bahamas (GOCB) has been approved for financing from the Caribbean Development Bank (CDB) for funding towards the cost of a Street Light Retrofitting Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOCB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and suppliers/Contractors from member countries of CDB will be eligible to participate in these procurement opportunities.

Eligibility will be extended to all countries with respect to contracts for the supply of street lights, the collection and disposal of used street lights and the Selection of consultants for engineering services and the Climate Risk and Vulnerability Assessment.

Instructions

The following consultancy assignments will be procured under the project:

(a) Climate Risk and Vulnerability Assessment to identify and evaluate potential effects of climate change and recommend resilience measures to minimise impacts on the grid network;

(b) Engineering Consultancy Services to assist the implementing agency, Bahamas Power and Light Company Ltd (BPL), with the development of an installation plan, an Environmental and Social Management Plan, a predesign of the communication hardware infrastructure and provide technical inspection and certification of all construction works to ensure compliance with contract provisions throughout the implementation of the Project;

(c) Procurement support services to assist BPL with all procurement related activities during project implementation ; and

(d) Project Coordinator/Engineer who will be responsible for monitoring and coordinating all aspects of project implementation.

It is expected that these will be procured during the period September 2019 to December 2019.

The following goods and/or works and/or non-consultancy services will be procured under the project:

(a) Collection and Recovery or Disposal of Used Street Lights;

(b) Goods – Procurement of Street Lights; and

(c) Installation of Street Lights.
