Overview

The Government of the Cooperative Republic of Guyana (GOGY) has received financing from the Caribbean Development Bank (CDB) allocated from the 11th EDF CARIFORUM-EU EPA and CSME Standby Facility and an amount not exceeding the equivalent of EUR 355,200 to assist GOGY towards the cost of the project titled “Strengthening Surveillance Programmes for Bovine Tuberculosis and Bovine Brucellosis to Improve Market Access for Guyana Cattle.”  Payments by CDB will be made only at the request of GLDA and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGY shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.  For Goods and Services procured with funds from the project, the eligibility for procurement shall be extended to countries eligible for procurement under EU-funded projects, which are not CDB Member Countries. Full eligibility criteria can be found in Appendix 1 to this notice.

Instructions

The following consultancy assignment will be procured under the project:

(a) Consultancy services for the development of a strategic framework towards BTB and BB free status in Guyana and the establishment of an export certification policy

It is expected that these will be procured during the period: November 2023 – August 2024.

 

The following goods and/or works and/or non-consultancy services will be procured under the project:

(a) Purchase and delivery of testing kits to trace the presence of bovine brucellosis;

(b) Supply of genomic semen samples for select cattle breed.

It is expected that this consultancy will be procured during the period: November 2023 – February 2024.
