Terms of Reference

Overview

The Caribbean Development Bank (CDB) has mobilised financing from the Green Climate Fund (GCF) for several projects that will support its Borrowing Member Countries (BMCs) to mobilise and unlock private sector investment in climate action. CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

CDB now wishes to procure consultancy services for a Private Sector Technical Specialist to support its Private Sector Division (PSD) to manage the approved private sector-focused GCF projects.

The objective of the consultancy is to assist the CDB's PSD to coordinate, manage and supervise the implementation of: (i) a GCF Readiness Project in Belize geared toward enhancing private sector engagement in climate action (formally “BLZ-RS-004”); (ii) a Readiness Project geared toward strengthening the capacity of the Development Finance Corporation (DFC) of Belize to gain accreditation to the GCF (formally “BLZ-RS-005”); and (iii) a PPF grant to support the development of the Transforming Finance to Unlock Climate Action in the Caribbean lending programme (formally “PPF033”). Further details can be found in the attached Terms of Reference. This is a remote (home-based) assignment, the duration of which is expected to be for a period of 12 months on a full-time basis.

 

Eligibility

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

A Consultant shall be eligible to participate if they fulfil:

the following eligibility requirements:

  1. the persons are citizens or bona fide residents of   an eligible country; and
  2. in all cases, the consultant has no arrangement    and   undertakes not to make any arrangements,  whereby any substantial part of the net profits or  other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide     resident of an eligible country.

the following integrity requirements:

  1. is not subject to sanctions under the United Nations (UN) Security Council taken under Chapter VII of the Charter of the UN;
  2. has not engaged in Prohibited Practices, as detailed in Paragraph 2.02 a of the Procedures for Dealing with Fraud and Corruption in CDB-Financed Projects (October 2014 or as updated from time to time);
  3. is not suspended or debarred by CDB for engaging in the Prohibited Practices referenced above;
  4. is not publicly debarred by a Multilateral Development Bank subject to the Agreement on Mutual Enforcement of Debarment Decisions[1] in their own right, or under abovementioned agreement; or
  5. is not subject to a conflict of interest that would undermine the Consultant's ability to provide professional, objective, and impartial advice. 

CDB requires that all parties involved in the procurement process avoid and declare promptly and proactively in writing to CDB any potential, apparent or actual conflicts of interest. Without limitation on the generality of the foregoing, the Consultant shall not be hired under the following circumstances: conflict between consulting activities and procurement of goods, works or non-consulting services, conflict among consulting assignments, and/or close relationships with CDB staff or other stakeholders involved in or expected to be involved in the procurement or subsequent contract management.

Eligible countries are member countries of CDB.

Instructions

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

All information must be submitted in English.  Further information may be obtained from CDB-GCF@caribank.org between 8:30 am and 4:30 pm Monday to Friday.

Electronic copies of the Expressions of Interest must be emailed to CDB at both CDB-GCF@caribank.org and procurement@caribank.org no later than 4:30 pm Atlantic Standard Time on Friday, July 2, 2021.  The email must include the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – Consultancy Services for Private Sector Technical Specialist”

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
