Overview

The Caribbean Tourism Organization (CTO) has received financing from the Caribbean Development Bank (CDB), in the amount of €460,173 through the African Caribbean Pacific European Union Caribbean Development Bank, Natural Disaster Risk Management (ACP-EU-CDB NDRM) in CARIFORUM Countries Programme, towards the cost of implementing the Supporting a Climate Smart and Sustainable Caribbean Tourism Industry (CSSCTI) Project. The CTO intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of CTO and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CTO shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB and countries which are eligible for procurement under EU-funded projects[1] will be eligible to participate in these procurement opportunities.

Instructions

The following consultancy assignments will be procured under the project:

  • (a) Consultancy to update Caribbean Sustainable Tourism Policy Framework (CSTPF) and produce Caribbean Best Practices in Sustainable Tourism Manual (CBPSTM).
  • (b) Consultancy to update the Multi-Hazard Contingency Planning Manual (MHCPM) for the Caribbean Tourism Sector.
  • (c) Consultancy to develop online training platform and Online Training Courses.
  • (d) Consultancy to conduct feasibility study.
     

It is expected that these will be procured during the period September 2017 to March 2018.

The following goods and/or works and/or non-consultancy services will be procured under the project:

Component 1 – Support Policy Formulation and Promotion of Best Practices in disaster risk reduction (DRR) and climate change adaptation (CCA)

  • (a) Design, Printing and Soft copies of CSTPF Document
  • (b) Design and Soft copies of CBPSTM Document
  • (c) Design and Printing for MHCPM Document
  • (d) Translation into French and Dutch (3 documents)
  • (e) Airfare – return trip (36 persons)
  • (f) Venue and Catering, Basseterre, St. Kitts (175 persons)
     

Component 2 – Enhance Tourism Sector Knowledge and Awareness about DRR and CCA

  • (a) Translation of online course to French and Dutch
  • (b) Airfare – return trip (30 persons)
  • (c) Venue and Catering, Nassau, The Bahamas (40 persons)
  • (d) Filming and Development of Video
  • (e) Time Slots for Video Presentation
  • (f) Graphic Designs – Social Media Campaign
  • (g) Design and Printing of Leaflets and Checklists
     

Component 3 – Strengthen CTO Secretariat Capacity to provide Technical Assistance and support delivery of climate services

  • (a) Computers and Software
     

Component 4 – Visibility Actions

  • (a) Pull-up Banner
  • (b) Branded merchandise with project name and partner logos
  • (c) Videography/Photography services
  • (d) Media Coverage
  • (e) Workshop/Forum programmes
