Overview
INVITATION TO TENDER
Tenders are invited for the operation of restaurant services at the Wildey Conference Centre, Caribbean Development Bank, St. Michael, for a period of two years commencing 2025, based on a concession fee that is a fixed monthly sum payable in advance.
Scope of Services
The successful tenderer will be required to:

Provide hot meals, snacks, beverages, and catering services to:

Bank staff and visitors primarily during lunch, with the possibility of breakfast services;

Attendees of meetings, conferences, and social events; and
-
The general public during operational hours.

Offer a diverse, balanced menu incorporating healthy options, vegetarian and vegan choices, and selections that reflect regional and international cuisines.

Maintain minimum operating hours of 8:00 a.m. to 4:30 p.m., Monday to Thursday, Friday 8.a.m. to 1.30 p.m. with additional hours as required for Bank events.

Implement modern payment methods, including point-of-sale terminals for debit/credit cards and contactless transactions.

Ensure the cleanliness of the restaurant, kitchen, dining area, and restrooms associated with the restaurant and adhering to the Barbados Health Service (Food Hygiene) Regulations, 1969, and Health Services (Restaurant) Regulations, 1969.

Adopt necessary measures to ensure the health, safety, and well-being of the staff and third parties, complying with all national laws and regulations concerning workplace safety and accident prevention.

Establish customer feedback mechanisms, such as suggestion boxes and periodic satisfaction surveys, and commit to continuous improvement.

Timely setting up and breaking down of meeting snacks and beverage breaks in various locations within the Bank.

Fine dining in the Executive Dining Room; 3 – 5 course meals.

Strict adherence to the Bank’s Health and Safety protocols (e.g. No Smoking on the compound).
Facilities and Equipment
Essential kitchen equipment, including stove, freezer, chiller, fryer, stainless steel tables, drop-in counter, storeroom, and office, will be provided. Tenderers are responsible for supplying all additional equipment, utensils, and tableware necessary to deliver high-quality service.
Sustainability Requirements
The Bank mandates the use of eco-friendly packaging, waste reduction practices, and locally sourced ingredients wherever possible.
Marketing and Promotions
The successful tenderer will be expected to:

Actively market/promote the restaurant to staff and visitors.

Offer regular promotions or themed events to encourage patronage.
-
Ensure that menus are visible and consistently updated across physical and digital platforms.
Instructions
Tender Submission
The tenders must include:
-
The total number of years operating in the food industry;
-
The number of years dedicated specifically providing concession services;
-
A list of current active contracts that can be contacted as references;
-
Financial statements;
-
A comprehensive price list and sample menus;
-
Proposed staffing details with brief profiles of the chefs and service personnel;
-
An outline of marketing and sustainability practices; and
-
Certificates from the Director of the National Insurance Scheme and the Barbados Revenue Authority confirming no outstanding payments.
No tender will be considered unless it complies with the conditions specified in this notice.
Evaluation of Tenders
The evaluation will be based on:

Pass/Fail - Completeness of Proposal
-
Max 30 Points - Business Plan and Menu
-
Max 10 Points – A minimum of three References
-
Max 35 Points - Related or Previous Experience in the restaurant business

Max 25 Points - Financial statements provided for the years 2019 – 2024.
The Bank may invite shortlisted tenderers to demonstrate the quality of their menu and arrange food tasting.
Labour Requirements
Tenderers are reminded that the Labour Clauses (Public Contracts) Act CAP 349 is applicable to any resulting contract. Full details can be obtained from the Chief Labour Officer.
Corporate Status
All corporate tenderers are required to submit a copy of the Certificate of Incorporation as proof of registration as of the date of the tender. Non-compliance will result in the tender being deemed void.
Performance Surety
The successful tenderer must provide a surety equivalent to 10% of the contract value through one of the following:

Cash deposit or approved securities,
-
Bank guarantee or insurance bond, or
-
Approved personal sureties acceptable to CDB.
Contractual Conditions
A contract will be established with the successful tender detailing performance obligations, which include:

Compliance with health and safety regulations,
-
Standards of service quality,
-
Maintenance of operating hours.
Bank’s Rights
The Bank reserves the right not to accept the lowest or any tender.
Facility Inspection and Clarifications
Tenderers who wish to inspect the facilities or seek clarification on any matter in this invitation may contact the Facilities Officer, Mr. Charles Trotman, via email: charles.trotman@caribank.org between 8:30 a.m. and 4:30 p.m. Monday to Friday. The deadline for making requests for clarification is 4:00 p.m. on August 15, 2025.
Submission of Tenders
Tenders must be submitted electronically no later than Friday August 29th, 2025, at 4.30 p.m. local time.
Electronic files should be titled:

Bidders are asked to note that this is an online Tender opportunity ONLY; no offline or hard copy Bids will be accepted. There will also be no public opening of tenders.
