Overview

The Government of the Commonwealth of Dominica (GOCD) has received approval for financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$6,106,000 towards the cost of the Third Water Supply Project – Water Area 1 Network Upgrade and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Instructions

The following consultancy services assignments will be procured under the project:

(a)          A Water Audit to establish baseline efficiency data and to prepare a Water Management Action Plan;

(b)          A Cost of Service and Tariff Study;

(c)          Project Coordinator for a Project Management Unit (PMU) established under the Project; and

(d)          Project Engineer for PMU.

The following goods and works will be procured under the project:

(a)          Supply of 2 km of ductile iron and high-density polyethylene pipes and associated fittings and valves;

(b)          Installation of 2 km of ductile iron and high-density polyethylene pipes and associated fittings and valves;

(c)          Construction of 100,000 impg reinforced concrete water storage tank;

(d)          Construction of 250,000 impg glass-fused-to-steel or stainless steel water storage tank;

(e)          Supply and installation of Pressure Sustaining Valves and Flow Control Valves on selected existing water storage tanks;

(f)           Upgrade of treatment capacity of existing Antrim Water Treatment Plant by 0.124 mgh (470 m3/hr)

(g)          Supply and commissioning of Leakage Detection equipment and staff training;

(h)          Supply and commissioning of bulk meters;

(i)            Upgrade of existing Springfield water intake;

(j)            Construction of new water intake on the Check Hall River;

(k)          Construction of access road and caretaker’s building at new Check Hall River intake; and

(l)            Supply and commissioning of SCADA system.

It is expected that these goods/works and services will be procured during the period August 2013 to April 2016.
