This document presents a synthesis of the main findings and lessons learned from evaluations completed in 2025 and published in early 2026, as well as from Project Completion Validation Reviews (PCVRs) conducted between 2023 and 2025. Together, these sources provide a consolidated view of the evidence emerging from the Caribbean Development Bank's recent evaluation portfolio. The evaluations and PCVRs offer important insights into what is working well, where challenges persist, and what lessons can be drawn to strengthen future programming. They provide evidence for the Bank, its Borrowing Member Countries (BMCs), and the Board of Directors to inform decision-making, enhance development effectiveness, and strengthen the design and implementation of future interventions.

Summary
This synthesis of Country Strategy and Programme Evaluations (CSPEs) covers evaluations for Barbados, Belize, Jamaica, Suriname, and the Bahamas, conducted between 2019 and 2024 by the Office of Independent Evaluation (OIE) of the Caribbean Development Bank (CDB) with the support of the consultancy firm, IOD Parc. The evaluations assessed the CDB's support to these Borrowing Member Countries (BMCs), focusing on strategy, policy dialogue, completed and ongoing projects, and technical assistance. The period covered spans from 2010 to 2023.
The synthesis study aims to:
1. Synthesize findings and lessons from the five CSPEs.
2. Assess CDB's strategies and programmes' effectiveness in reducing poverty and achieving development objectives.
3. Identify commonalities, strengths, and weaknesses in CDB's operations.
4. Evaluate enabling factors and barriers affecting CDB's initiatives.
5. Provide recommendations for enhancing CDB's future strategies and programmes in the Caribbean region.
