CDB at COP31: Advancing Resilience, Climate Finance and Caribbean Solutions
Building a More Resilient Caribbean at COP31
The Caribbean Development Bank (CDB) will take a solutions-focused agenda to the 31st United Nations Climate Change Conference (COP31) in Antalya, Türkiye, from November 9-20, 2026, championing increased investment in resilience, improved access to climate finance, and stronger recognition of the unique vulnerabilities facing Small Island Developing States (SIDS).
As climate impacts intensify across the Caribbean, CDB is advocating for a shift in how the global community approaches climate finance. The Bank is calling for greater investment in adaptation and resilience before disasters occur, recognising that proactive financing strengthens economic stability, protects livelihoods, and reduces long-term recovery costs.
Championing Fairer Climate Finance for SIDS
A central focus of CDB's engagement at COP31 is the need for a climate finance system that better reflects the realities faced by vulnerable island nations.
The Bank is advocating for:
- Greater investment in climate adaptation and resilience.
- Climate finance eligibility criteria that account for vulnerability, not solely income levels.
- Simplified financing processes that reduce administrative barriers and accelerate implementation.
- Stronger support for regional development institutions that understand local realities and can deliver solutions more effectively.
- Increased access to affordable financing for climate-resilient infrastructure, renewable energy, and sustainable development initiatives.
Supporting a Unified Caribbean Voice at COP31
CDB has once again provided financing support for the CARICOM Pavilion, the Caribbean's central hub at COP31.
The Pavilion serves as a platform for governments, climate negotiators, development partners, civil society organisations, and private sector stakeholders to coordinate regional priorities, showcase innovative solutions, and amplify a unified Caribbean voice in global climate discussions.
