Overview

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Commonwealth of Dominica (GOCD) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to seven hundred and fifty thousand United States dollars (USD750,000) towards the cost of Improving Climate Resilient Land Use Planning and Institutional Strengthening of the Physical Planning Division Technical Assistance Projectand intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of the Government of the Commonwealth of Dominica and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Improving Climate Resilient Land Use Planning and Institutional Strengthening of the Physical Planning Division Project will seek to:

  1. Update the Physical Planning Division (PPD) Administrative Procedures consistent with the requirements of the Building Code.

  2. Develop a Zonal Land Use Plan for the Northeast.

  3. Develop and implement a socially inclusive and gender-responsive Public Education, Training & Communication Programme on the Building Code, its requirements and the Zonal Land Use Plan for the Northeast.

  4. Develop a National Spatial Data Infrastructure and Geographic Information System (GIS) Policy.

  5. Equip the PPD and Land and Surveys Division with GIS mapping and Survey Technology

The Ministry of Housing and Urban Development, the Executing Agency, now wishes to procure an individual consultant service for a Project Coordinator of the Project.

The objective of the consultancy is to support GOCD in effectively managing and coordinating the project’s implementation and expediting the procurement activities under this project, in full compliance with the Financing Agreement between GOCD and CDB, as well as CDB’s Procurement Policy and Procedures and applicable standard procurement documents. The consultant will report to the Permanent Secretary or his/her designate and will be responsible for the effective coordination and implementation of the project activities, including procurement oversight, monitoring, and reporting, budget control and supervision of related the consultancy services. 

Key responsibilities will include but not limited to: 

  1. Overseeing the process of selection and engagement of consultants in accordance with CDB’s Procurement Policy and Procedures.

  2. Overseeing the procurement of services and equipment aligned with project activities.

  3. Supervision of the consultants’ implementation schedule, review of consultants reports and deliverables.

  4. Monitoring project timelines, outputs, and performance indicators.

  5. Liaising with stakeholders, including Government agencies and CDB.

  6. Preparing and submitting required reports and disbursement requests to CDB 

The duration of the assignment is expected to be for a period of fifteen consecutive (15) months.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. Interested consultants are strongly advised to review the Terms of Reference (TOR) for detailed information on the scope, deliverables, and required qualifications for this assignment. The Ministry of Housing and Urban Development now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. The selection will be conducted in accordance with the Individual Consultant Selection (ICS) method set out in the CDB Procurement Procedures for Projects Financed by CDB. 

Eligibility

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and

  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Instructions

All information must be submitted in English. Further information may be obtained from the first address below between 08:00 and 17:00 hours (AST) on Mondays and 08:00 and 16:00 hours (AST) Tuesdays to Fridays.

Two hard copies of the Expressions of Interest must be received at the first address (below) no later than 16:00 hours (AST), on Friday, May 29th, 2026 and one electronic copy must be sent simultaneously to Caribbean Development Bank (CDB), the Permanent Secretary of the Ministry of Housing, and the Chief Physical Planner at the addresses indicated below. Electronic submission of the Expressions of Interest is also acceptable and must be received no later than 16:00 hours (AST), on Friday, May 29th, 2026. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for Project Coordinator, Improving Climate Resilient Land Use Planning and Institutional Strengthening of the Physical Planning Division.” Alternatively, if submitting electronically, the subject of the email should clearly be stated, “Expression of Interest – Consultancy Services for Project Coordinator, Improving Climate Resilient Land Use Planning and Institutional Strengthening of the Physical Planning Division.” 

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide consultancy services. The Government of the Commonwealth of Dominica reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
