CDB and CLEAR-LAC Advances Evaluation Systems Strengthening Across the Caribbean

The Office of Independent Evaluation (OIE) of Caribbean Development Bank (CDB) and CLEAR-LAC are working together to strengthen national monitoring and evaluation (M&E) systems, helping Caribbean governments make more evidence-informed decisions and improve public sector performance.

Through this strategic partnership, technical support has been provided to Trinidad and Tobago, Saint Lucia and Jamaica to assess and strengthen their national M&E and Results-Based Management systems. Working alongside government leaders and technical officials, OIE and CLEAR-LAC are supporting country-led reforms that strengthen institutional capacity, improve coordination across government, promote the use of evidence in policymaking, and embed a stronger culture of results.

The partnership is also fostering regional learning. In 2026, more than 600 participants from across the Caribbean and beyond joined a regional workshop to explore practical tools for diagnosing and strengthening national M&E systems, creating opportunities for governments to exchange experiences and learn from one another.

Together, OIE and CLEAR-LAC are helping to build stronger evaluation ecosystems across the Caribbean by strengthening institutions, developing local capacity, and supporting governments to deliver better outcomes for the people of the region.
