Overview
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Commonwealth of Dominica (GoCD) received financing from the Caribbean Development Bank (CDB) towards the cost of the Kalinago Development Project and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of the GoCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Grant Agreement. The Grant Agreement prohibits a withdrawal from the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GoCD shall derive any rights from the Grant Agreement or have any claim to the proceeds of the Grant.
The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment is the Executing Agency of this Project and now wishes to procure consultancy services for the preparation of a Five-Year Development Plan for the Kalinago Territory and training of the Kalinago Council and committee members.
The objective of the consultancy is to guide the Kalinago Council in a technically grounded, consultative, and participatory process for the preparation of a development plan for the period 2026-2030 for the Kalinago Territory in line with the Council's mandate and institutional arrangements.
Further details can be found in the attached Terms of Reference to this REOI. The duration of the assignment is expected to be for a period of 40 person-days over a three-month period.
The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services
Eligibility
Consultants shall be eligible to participate if:

The persons are citizens or bona fide residents of an eligible country; and

in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the (see Procurement Procedures for Projects Financed by CDB (January 2021), published on CDB’s website.
Expressions of Interest will be assessed based on the consultant’s qualifications, technical competence, relevant professional experience on similar assignments (local & regional), and demonstrated capacity to successfully undertake the assignment.

All information must be submitted in English. Further information may be obtained from the first address below between 8:00 am and 4:00 pm, Monday to Friday.
Expressions of Interest must be submitted electronically no later than 19 September 2026 by 4:00 pm to the first email address below. A copy of the same submission shall be sent simultaneously to the Caribbean Development Bank (CDB) at the second email address below. The subject line of the email shall clearly state: “Expression of Interest – Consultancy Services for the preparation of a Five-Year Development Plan for the Kalinago Territory and training of the Kalinago Council and committee members".
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. The GoCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
