A New Framework for Measuring Vulnerability: CDB's Recovery Duration Adjuster

For 40 years, the resilience and vulnerability indices used for small island developing states like those in the Caribbean have been the same measurement systems used for larger or more  developed nations. 

Heavily dependent on Gross National Income (GNI) per capita as the measure of vulnerability and economic development in a country, these measurements have failed to take into account the underlying structural weakness of small states, increased vulnerability to climate-related disasters and the time it takes to recover from them.

CDB is proposing an alternative framework - the Recovery Duration Adjuster.
