Overview

The Government of the Commonwealth of the Bahamas (GOCB) has received a Loan from the Caribbean Development Bank (CDB) towards the cost of the Collection and Disposal of Used Street Lights and Waste Packaging (the Project) and intends to apply a portion of the funds to cover eligible payments under the Agreement.  Payment by CDB will be made only at the request of (GOCB) and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement.  The Loan Agreement prohibits withdrawal from the Loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than (GOCB) shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Bahamas Power and Light Company Ltd. (BPL), the Executing Agency, has contracted Consultants who will develop an Environmental and Social Management Plan (ESMP) for the proper handling and storage of the light fixtures and waste packaging materials and now invites eligible and qualified service providers to submit quotations for the Collection and Disposal of approximately 30,000 Used High Pressure Sodium (HPS) and Mercury Vapor (MV) Street Lights and Waste Packaging. The services include the following:

  1. The collection, removal, transport, storage and proper disposal of used HPS and MV street lights
  2. The collection, removal, transport and proper disposal of waste packaging

Eligiblity

Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

  1. more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or
  2. owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible Service Providers will be required to submit full qualification and evaluation information with their Quotations establishing their eligibility to perform the contract if the Quotation is accepted.  Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Quotation Documents.  Submissions that do not provide the information required, or do not demonstrate the prospective service provider ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

(a)   an average annual turnover within the last 3 years of at least one hundred and fifty thousand United States dollars (USD$150,000), calculated as total certified payments received for contracts in progress or completed, within the last three years divided by three years;

(b)    a demonstrable cash flow (including access to credit) of one hundred thousand United States dollars (USD100,000); and

(c)   experience as service provider, joint venture member[1], management contractor or sub-contractor in at least three (3) projects of a nature, scope and complexity comparable to the proposed project activity within the last three (3) years (to comply with this requirement, works quoted should be at least 80 percent complete).

(d)  service Provider’s capacity to mobilize key personnel and equipment to carry out the services

(e)  presentation of a Method Statement and Work Schedule for executing waste management (collection, processing & disposal)

(f)   evidence of Quality Control/Assurance and Occupational Health and Safety Systems and capability


[1] For contracts under which the Service Provider participated as a joint venture member or sub-contractor, only the Service Provider’s share, by value, shall be considered to meet this requirement.

Instructions

Bid documents will be available on the BPL procurement portal at bplco.procureware.com from December 7th, 2020.

All applicants must register on the BPL procurement portal at bplco.procureware.com and fulfil all requirements of registration on the portal as set out thereon. All quotations and qualification information are to be submitted in the English Language via the BPL procurement portal at bplco.procureware.com commencing December 7th, 2020.  Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation. All quotations must be received no later than 16:00 hours EST on December 28th, 2020 and an electronic copy must be sent simultaneously to CDB at procurement@caribank.org Late quotations will be rejected.. Quotations will be opened publicly immediately after the deadline for submission of Quotations via Webex.

All enquiries for clarification should be submitted during the clarification deadline timeframe of December 7th, to December 21st, 2020 via the BPL procurement portal at bplco.procureware.com or via the BPL email address enquiries@bplco.com.

GOCB/BPL reserves the right to accept or reject any quotation, and to annul the process and reject all quotations, at any time prior to award of contract, without thereby incurring any liability to the affected prospective Service Provider(s) or any obligation to inform the affected prospective Service Provider(s) of the grounds for GOCB/BPL action. GOCB will not defray any costs incurred by any Service Provider in the preparation of quotations.
