Overview

The Government of St. Vincent and the Grenadines (GOSVG) has applied for financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$4,641,000 towards the cost of an Energy Efficiency Measures and Photovoltalic Plant Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOSVG and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.

 

Eligiblity

In respect to AC units, eligibility of the source and origin of equipment extends to all countries. In respect to the PV plant, energy efficiency retrofitting works and the disposal of street lamps and fixtures, eligibility extends to member countries of CDB and countries which are eligible for procurement under EU-funded projects, which are not CDB member countries, in accordance with the eligibility rules under the ACP-EC Partnership Agreement Eligibility Rules[2].

Instructions

The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSVG shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

St. Vincent Electricity Services Limited (VINLEC) is the Executing Agency for the project.

The following consultancy assignments will be procured under the project:

  1. Engineering Services (PV site specific Investigation);
  2. Engineering Services (Inspection and certification); and
  3. Project Coordinator;

It is expected that these will be procured during the period November 2017 to July 2018.

Eligible countries are member countries of CDB and countries which are eligible for procurement under EU-funded projects, which are not CDB member countries, in accordance with the eligibility rules under the ACP-EC Partnership Agreement Eligibility Rules[1].

The following goods, works and/or non-consultancy services will be procured under the project:

  1. Supply and installation of AC Units;
  2. Supply and Installation of PV Plant;
  3. Energy Efficiency Retrofitting Supply and Installation; and
  4. Disposal of Street Lamps and Fixtures.

It is expected that these will be procured during the period November 2017 to December 2019.
