Overview
INVITATION TO BID – WORKS
The Government of Grenada (GOGR) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Geothermal drilling project and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of GOGR and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOGR shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.
The Ministry of Infrastructure is the Executing Agency for the Project, and the Ministry of Climate Resilience, the Environment and Renewable Energy, is responsible for the overall implementation of the project. The Ministry of Climate Resilience, the Environment and Renewable Energy Project Management Unit, now invites electronic bids from eligible and qualified bidders for the Civil Infrastructure and Water Supply Equipment for Two (2) Geothermal Slim hole Wells.
The works include, but may not be limited to the following:

Lot 1: Access Roads, Water Supply Infrastructure and Drill Pad Civil Works for Site C.

Lot 2: Access Roads, Water Supply Infrastructure and Drill Pad Civil Works for Site F.

Lot 3: Diesel Generators and Submersible Electric Pumps.
The Works generally include construction of water intake infrastructure, water supply pipelines, drill pad civil infrastructure, access road improvements, associated electrical and mechanical systems, testing and commissioning, and related ancillary works.
Eligibility
The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website and is open to all bidders from eligible countries.
Eligible countries are member countries of CDB, and Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website

Qualification requirements, eligibility criteria, technical evaluation methodology and bidding procedures are detailed within the Bidding Documents.
Instructions
Bidding and qualification information shall be submitted in the English language using the prescribed forms included within the Bidding Documents. Submissions that do not provide the required information or do not demonstrate the Bidder’s ability to perform satisfactorily may be rejected as non-responsive.
Bidding Documents may be obtained, and electronic bids submitted, through the Government of Grenada In-Tend Portal, address (1) and sent simultaneously to address (2) below.
Interested eligible Bidders are required to register on the portal and electronic bids must be submitted no later than November 06, 2026, at 12:00 pm AST in accordance with the procedures set out in the Bidding Documents.
Bids will be opened publicly immediately following the submission deadline in the presence of Bidders’ representatives who choose to attend.

All bids must be accompanied by a Bid Securing Declaration. Late bids will not be accepted.
The GOGR, Ministry of Infrastructure, reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for Ministry of Climate Resilience, The Environment and Renewable energy action. GOGR will not defray any costs incurred by any bidder in the preparation of bids.
