CDB and CLEAR-LAC Host Regional Workshop to Strengthen Monitoring and Evaluation Systems in the Caribbean
The Caribbean Development Bank’s (CDB) Office of Independent Evaluation (OIE), in partnership with the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR-LAC), will host a virtual workshop on March 5, 2026, as part of an effort to strengthen national Monitoring and Evaluation (M&E) systems across the Caribbean.
Scheduled from 11:00 a.m. to 12:30 p.m. (AST), the event will explore the use of the National Evaluation Capacities Index (INCE) and the Monitoring and Evaluation System Analysis (MESA) tools. These instruments have proven effective in identifying institutional gaps, key challenges, and priority actions to guide country-led processes aimed at consolidating national evaluation systems. The workshop will highlight good practices that can be replicated in other contexts, ensuring that Caribbean countries benefit from lessons learned across Latin America and beyond.
“This workshop will not only introduce new tools, it will also foster dialogue and collaboration,” said Roberto La Rovere, Head of CDB’s OIE. “By presenting the principles and approaches of INCE and MESA, sharing successful national experiences, and encouraging open discussion, we support Caribbean countries increasing local expertise and strengthen their evaluation systems. Ultimately, this collective effort will advance evaluation capacity development and embed a stronger culture of evidence-based policymaking across the region.”
The event is targeted to Caribbean evaluation and M&E specialists, government officials from ministries of planning, finance, public policy, and evaluation units, alongside representatives from civil society organizations, and academia. The initiative is part of CDB’s strategic priority of building institutional resilience across its borrowing member countries. By strengthening M&E systems, governments can better track public sector performance, assess progress toward national development goals, and make data-driven policy decisions.
