Overview
INVITATION TO BID – WORKS
The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to Thirty-five million United States Dollars (USD35M) towards the cost of the Belize Education Secondary Reform Programme II (BESRPII) (the Project) and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Project is being implemented by the Ministry of Education, Culture, Science and Technology (MoECST) through its Project Execution Unit (PEU). The MoECST has contracted Consultants who will assist the GOBZ with delivering the Project. The Consultants have prepared designs and contract documentation and will assist in tender administration and evaluation as well as supervise Project activities.
GOBZ now invites sealed bids from eligible and qualified bidders for BESRPII ICB 3:
LOT 1: SAN PEDRO SECONDARY CAMPUS
LOT 2: SAN PEDRO PRE-PRIMARY, PRIMARY SCHOOL CAMPUS
LOT 3: CAYE CAULKER PRE-PRIMARY AND SECONDARY SCHOOL CAMPUS.
The proposed works include, but are not limited to, the following:
Lot 1 – San Pedro Secondary Campus
The works in San Pedro Secondary Campus include the construction of three reinforced concrete buildings with strip footing foundation. Building 1 is a two-storey classroom block containing eight standard classrooms and a dedicated bathroom block, building 2 is a single-storey administration block, and Building 3 is a single-storey science block featuring a multi-science laboratory.
Lot 2 – San Pedro Pre-Primary and Primary School Campus
The works at the San Pedro Pre-Primary and Primary Campuses comprise the construction of a two-storey reinforced concrete classroom building, together with a single-storey pre-primary. The two-storey classroom block includes eight (8) standard classrooms, a dedicated bathroom block, while the single-storey wing accommodates the pre-primary facilities, along with a dedicated bathroom block.
Lot 3 – Caye Caulker Pre-Primary and Secondary School Campus
The work in Caye Caulker Pre-Primary & Secondary Campuses includes the construction of two reinforced concrete buildings with pile foundations. Building 1 is a two-storey classroom block containing eight standard classrooms, a single-storey pre-primary wing, and a dedicated bathroom block. Building 2 is a single-storey science block featuring a multi-science laboratory and an integrated snack shop.
The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (November 2019) as published on CDB’s website and is open to all bidders from eligible countries.
Eligiblity
Eligible countries are member countries of CDB. Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (November 2019) as published on CDB’s website.
Firms whether applying individually or in the form of a Joint Venture, shall:

be legally incorporated or otherwise organized in, and have their principal place of business in an Eligible Country;

be more than fifty (50) percent beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and
-
shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country.
Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.

An average annual turnover of five million two hundred thousand Belize Dollars (BZ$5,200,000.00) calculated as total certified payments received for contracts and construction related works completed, within the best 2 of the last 5 years. (The best two of the five years (2020 to 2024 will be evaluated). The final year may be internally audited only if the external audit is not yet complete. For all three (3) Lots

A demonstrable cash flow including access to credit of Six hundred thousand Belize dollars (BZ$600,000.00) of which BZ$300,000.00 must be in liquid cash from a commercial bank or credit union. For all three (3) Lots

Specific Experience as prime contractor or lead in a JV (with more than 50% of the responsibility and income of the JV) in at least 3 building construction contracts within the last 10 years under the direct supervision of an independent design Engineer or Architect. Each cited project must have a contract value of at least Two million five hundred Belize Dollars (BZ$3,500,000.00) and include building works with an area of at least 10,000 Square Feet of reinforced concrete and masonry with electrical and plumbing systems. Listed projects must be at least 80% complete. For all three (3) Lots.
Instructions
Bidding and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective contractor’s ability to perform satisfactorily will not qualify and will not be considered for further evaluation.
Bidding Documents (electronic version only) may be obtained by eligible bidders from the first address below. Requests may be made by written application (e-mail). Written applications must be clearly marked: “Request for Bidding Documents for BESRPII ICB 3: LOT 1: SAN PEDRO SECONDARY CAMPUS, LOT 2: SAN PEDRO PRE-PRIMARY, PRIMARY SCHOOL CAMPUS, LOT 3: CAYE CAULKER PRE-PRIMARY AND SECONDARY SCHOOL CAMPUS, along with the name, address and contact information of the bidder for which Bidding Documents are being requested. Documents will be promptly dispatched, but under no circumstance will the GOBZ or MoECST or their authorised agent be held responsible for late delivery or loss of the documents so transmitted.
A pre-bid meeting will be held on Friday, March 27, 2026, at 10:00 a.m. at the site and will be followed by a joint site visit conducted by MoECST. Interested bidders are urged to attend. All costs associated with a bidder’s attendance will be at the bidder’s own expense.
The electronic Bidding submission procedures shall be: N/A.
Hard copies of Bids must be submitted in sealed envelopes, with the name and address of the bidder, and be clearly marked “Bid for BESRPII ICB 3: LOT 1: SAN PEDRO SECONDARY CAMPUS, LOT 2: SAN PEDRO PRE-PRIMARY AND PRIMARY SCHOOL CAMPUS, LOT 3: CAYE CAULKER PRE-PRIMARY AND SECONDARY SCHOOL CAMPUS.” and must be delivered to the second address below no later than Thursday, April 30, 2026 at 3:00 pm. Bids will be opened publicly immediately after the deadline for submission of bids, in the presence of Bidders' representatives who choose to attend at the second address below. Qualification information only must be submitted simultaneously to the third address below.
Each bid must be accompanied by “Bid-Securing Declaration”. Late bids will be rejected.
The GOBZ/MoECST reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for GOBZ/MoECST action. GOBZ/MoECST will not defray any costs incurred by any bidder in the preparation of bids.
