Overview

The Caribbean Development Bank (CDB), under the CARIFORUM-EU CARICOM Single Market and Economy (CSME)] Standby Facility for Capacity Building under the 11th European Development Fund (EDF), now wishes to procure consultancy services under a framework agreement for Environmental Analyst. Payment to persons or entities, or for any import of goods, are prohibited if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

In view of the variety of needs in the different Member States, the nature of the capacity building measures themselves, is broadly defined and includes technical assistance (i.e. the provision of know-how in the form of personnel, training, research and associated costs) and supplies.  Countries were invited to submit projects for funding that were within the broad themes related to implementation of the CSME, EPA and Sanitary and phytosanitary (SPS) measures at the national levels.  Eligible beneficiaries submitted proposals, which were channeled through either CDB’s Official Country Channels and/or National Authorising Officers (NAOs), in each CARIFORUM member state.

The Caribbean Development Bank (CDB) is seeking individual consultants to provide consultancy services to CDB’s client agencies in CARIFORUM member countries in accordance with the attached TORs. CDB shall conclude framework agreements, with agreed daily fee rates, with candidates deemed to have the necessary qualifications and experience for a period of 24 four months under which CDB will issue individual work statements for specific assignments on a call down basis.

The objective of this assignment is to provide environmental analysis in the appraisal of grant financing proposals submitted to the EU Standby Facility in accordance with established CDB guidelines.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
  3. Consultants from member countries of CDB, as well as EU Member Countries, which are not CDB Member Countries, and other countries which are eligible under EU procurement provisions[1], will be eligible to participate in these procurement opportunities.​​​​​​
    1. The individual fulfils the following additional criteria:
      •  is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, is in any analogous situation arising from similar procedures provided for in their national legislation or regulations;
      •  has not been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;
      • has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU’s financial interest;
      • is not subject to prevailing suspension or sanctions by CDB for integrity violations;
      •  is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information; and
      • does not expose a conflict of interest.

 In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments and specifically:

  1. A Master’s degree in the Environmental Sciences or Environment and Natural Resources Management or related areas.
  2. A minimum of eight years’ experience undertaking environmental assessments, and mainstreaming environmental considerations into  sector policies and strategies ,and operations in CARIFORUM countries.
  3. Sound knowledge of environmental management and climate change issues in CARIFORUM Countries. 
  4. Experience working with national governments, regional and international organisations on environment and trade related matters will be an asset.

Instructions

Expressions of Interest must be submitted electronically by email to reoiconsult@caribank.org in pdf format no later than 23 June 2020, 4:30 pm EST. The email subject line should state “Expression of Interest –Environmental Analyst” and the email body must state the name and address of the applicant. The Expression of Interest will be deemed to have been received at the time that it is received by CDB. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Consultant’s computer.  

Following the assessment of submissions, the most technically capable and appropriately experienced applicants will be invited to negotiate a contract to provide the aforementioned consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  CDB will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
