Consultancy Services for Social and Gender Resilience Building Framework for Linden to Mabura Hill Road Project

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Guyana (GOGY) has received financing from the Caribbean Development Bank (CDB) and United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) in an amount equivalent to US$178,709,000 towards the cost of Linden to Mabura Hill (LMH) Road Upgrade Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of the GOGY and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GOGY shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Ministry of Public Works, Works Services Group, the Executing Agency, now wishes to procure consultancy services for the Social and Gender Resilience Building Framework for Linden to Mabura Hill Road Project.

The objective of the assignment is to develop and implement a social and gender resilience-building framework for the LMH Road Project. The consultancy will include:

(a) Undertaking a situational analysis of the social and gender issues, which includes gender- based violence, trafficking in persons, HIV/AIDS and rights of vulnerable populations.

(b) Delivery of capacity-building support to increase understanding and prevention of sexual and gender-based violence, trafficking in persons and the rights of vulnerable groups; persons with disabilities, indigenous groups, and other related risks factors with stakeholders from project affected communities.

(c) Production of communication materials through consultation with stakeholders within the project community on prevention and response to gender-based violence, trafficking in person, STD/HIV/AIDS prevention, and the right and protection of vulnerable groups.

The duration of the assignment is expected to be for a period of six (6) months.

Eligibility

The Ministry of Public Works, Works Services Group now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50 percent beneficially owned by citizen(s) and/or bona fide resident(s) of an eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

Instructions

Interested consultant teams are required to submit their Expression of Interest using the “EOI Consulting Firms template”.  The Draft Terms of Reference for the assignment and the “EOI Consulting Firms template” can be made available upon request by contacting Address 1 below or downloaded from the Specific Procurement Notice on CDB’s website.

In the assessment of submissions, consideration will be given to technical competence, qualifications, and experience, on similar assignments and existing commitments. All information must be submitted in English. Further information may be obtained from Address 1 or email below between 9:00 am and 3:30 pm (Local time in Guyana), Monday to Friday.

Two (2) “hard copies” together with an “electronic copy” on a flash drive in pdf format of the Expressions of Interest must be included in a sealed envelope and submitted to Address 2 below no later than 9:00 am (Local time in Guyana) on Thursday, March 14th, 2024.  One additional “electronic copy” must be sent simultaneously “via email” to CDB at Address 3 below. The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Social and Gender Resilience Building Framework for Linden to Mabura Hill Road Project."

Following the assessment of submissions, a short list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The GOGY reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
