Overview

REQUEST FOR EXPRESSIONS OF INTEREST

The Caribbean Development Bank (CDB) wishes to procure individual consultancy services to develop a Natural Capital and Biodiversity Action Plan (NCBAP). Payment to persons or entities, or for any import of goods, are prohibited if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. 

 

The objective of the consultancy is to assist CDB to mainstream biodiversity and natural capital in its operations to support its strategic agenda. The duration of the assignment is expected to be 75 non-consecutive days for a period of 34 weeks.

 

CDB now invites interested eligible individual consultants to submit Expressions of Interest in the form of an updated curriculum vitae along with a cover letter, and any necessary attachments, indicating relevant qualifications and experience required to provide these consultancy services. 

Eligibility

In order to comply with CDB’s integrity requirements, consultants shall not:

 

  1. be subject to sanctions invoked by the United Nations (UN) Security Council under Chapter VII of the Charter of the UN;

     

  2. have engaged in Prohibited Practices, as detailed in Paragraph 2.02 a) of the Procedures for Dealing with Fraud and Corruption in CDB-Financed Projects[1] (October 2014 or as updated from time to time);

 

  1. be suspended or debarred by CDB for engaging in the Prohibited Practices referenced in (b) above;

 

  1. be publicly debarred by an MDB subject to the Agreement on Mutual Enforcement of Debarment Decisions in their own right, or under above-mentioned agreement; or

 

  1. be subject to a conflict of interest that would undermine the consultant's ability to provide professional, objective, and impartial advice.

 

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. 


 

Instructions

All information must be submitted in English.  Further information may be obtained from the email addresses below between 9:00 am and 5:00 pm (Atlantic Standard Time, AST) Monday to Friday.

 

An electronic copy of the Expressions of Interest must be sent to the email addresses below no later than 5:00 pm (AST) on Friday, 29th November 2025. The email containing the submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services to Develop a NCBAP for CDB”

 

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
