Fifth Water Supply Project - Saint Lucia (2013)

At appraisal, it was estimated that 75 per cent (%) of the population of St. Lucia had direct water service connections to their homes, with the balance dependent on public standpipes. Approximately 50% of those with direct water service connections were provided with a reliable 24-hour water supply; and the remainder received water only on specific days and times. WASCO delivered water by truck to provide relief to households without direct connections. The service coverage for sewerage was only 10%. Other challenges included wasteful consumption, measurement and control of unaccounted for water (UFW), and the need to improve water quality reliability. In addition, it was assessed that WASCO lacked an appropriate legal, regulatory and institutional framework and financial capacity to adequately manage the sector and realize service improvements.

Enhancement of Technical and Vocational Education and Training - Belize (2012)

During 1999, MOES in Belize commissioned several studies involving the primary, secondary and Technical and Vocational Education and Training (TVET) sub-sectors. These studies informed the development of the Belize Education Sector Strategy 1999-2003. The study of the TVET sub-sector identified the need to develop a more effective system to ensure that it provided occupational competencies which were suitable and relevant to the local labour market and would better serve the needs of business and industry; facilitate and support the introduction of new and emerging technologies; and act as a catalyst for attracting new investments. There was also need for a system capable of addressing the requirements of diverse populations, including existing members of the labour force, who needed to update their skills; secondary school graduates preparing for the job market; and candidates from non-formal, pre-vocational programmes who needed to better themselves to enter the job market.

Assessment: Mainstreaming Environment, Climate Change and Disaster Management 2005-2011

Given CDB’s increased emphasis on climate-smart and environmental-sustainable development, poverty reduction and pro-poor growth, this report presents the results of the assessment of the extent and effectiveness of the mainstreaming of environmental, disaster risk management and climate change considerations in CDB’s strategies, policies, programmes, projects and operations over the period 2005–2011.The assessment focuses primarily on how CDB has approached mainstreaming within the Bank and within BMCs.  It presents the key successes and strengths, as well as gaps, and provides recommendations on the way forward.

Mid-Term Evaluation of the Basic Needs Trust Fund 6

This evaluation is formative and takes stock of and communicates on the outcomes of the BNTF investment initiatives as foreseen at mid-term, in the approved BNTF 6 results framework. The evaluation plays a key oversight role on achievements towards the Programme’s established targets and provides insights into further strengthening of implementation for the remaining period of BNTF 6 and strategic directions for the design and timing of BNTF 7.The evaluation was guided by three (3) broad performance criteria:(a) Effectiveness: Assessment of country performance in relation to achievement of objectives and targets as defined in the Poverty Reduction Action Plans (PRAPs) and the integration of cross cutting issues;(b) Quality of Sub Projects: Assessment of community participation and prospects for maintenance; and(c) Efficiency: Capacity to implement resources in an efficient manner.

Assessment - Implementation of Gender Equality Policy and Operational Strategy

In 2009, the Caribbean Development Bank adopted a Gender Equality Policy in response to a number of gender equality issues that posed challenges internal to the Bank and its operations with external stakeholders in Borrowing Member Countries. The Bank also adopted an Operational Strategy to assist the Bank to mainstream and integrate gender in both its internal and external operations.The objectives of the assessment focused on relevance of the Gender Equality and Operational Strategy;  the performance and effectiveness of the Bank’s approach to implementation; opportunities and/or constraints impacting implementation; and identification of key lessons and recommendations for improving implementation processes. The report presents 7 findings, 7 lessons and 15 recommendations.

Final Report on the Assessment of the Effectiveness of the Implementation of the Poverty Reduction Strategy of the Caribbean Development Bank over the Period 2004-2009

Poverty reduction has featured as a development priority of the Caribbean Development Bank (CDB) for several cycles, in particular in the context of the Special Development Fund (SDF). Successive reviews of SDF focused on what has been done in terms of poverty reduction in the context of the SDF facility, but not on how CDB as an organisation has operationalised its poverty reduction efforts beyond the SDF framework. This report assesses the effectiveness of the implementation of Poverty Reduction Strategy (PRS) over the period 2004-2009, within the context of the standard evaluation criteria - Relevance, Efficiency and Efficacy.

Sites and Services Project - Grenada (2012)

Damage caused by Hurricane Ivan on September 7, 2004, in Grenada, was extensive. Approximately 90 per cent (%) of the stock of about 31,100 houses was damaged by Hurricane Ivan with about 30% of the stock requiring complete replacement. The poor and vulnerable suffered the most as their houses were primarily of wood and poorly constructed.

In December 1997, the Board of Directors of CDB approved a loan to GOSKN of an amount not exceeding the equivalent of 7.026 million (mn) United States dollars (USD), which was funded by a mix of funds from CDB’s Special Funds Resources and Ordinary Capital Resources (OCR), to assist in financing the reconstruction of approximately 17 kilometres (km) of the Island Main Road (IMR) and institutional strengthening of the Public Works Department (PWD) of the Ministry of Communications, Works, Public Utilities and Posts (MCWPUP)1 to carry out effective road and bridge maintenance in the island of Nevis. In July 2001, the Board of Directors of CDB approved an additional loan to GOSKN of an amount not exceeding the equivalent of USD3.75 mn from CDB’s OCR to address funding constraints arising from tender prices received, which were higher than the estimates at appraisal.

The objective of this policy is to ensure that CDB’s Board of Directors, President, Advisory Management Team, CDB staff, and other stakeholders and partners are provided with timely, credible, and evidence-based information on the relevance and performance of CDB’s projects, programs, policies, and other development activities. Such information is needed to foster organizational learning, support decision-making, and ensure accountability for results.
